I suggest, once you pull up a list of sources on the topic, that you narrow it by limiting it to peer-reviewed/scholarly sources that are available full text and published within the last 5 years. I intend to write about the transition that emergency management public administrators have been implementing in the past five years. For many decades when a natural disaster occurs, there are always economic, human, and community damages that are substantial. Emergency management responds to the disaster and then afterwards goes through a recovery effort. Unfortunately this cycle doesn’t help prevent any of the damage but instead just focuses on getting help to the victims as fast as possible. Since 2016 emergency management public administrators have been transitioning to a prevention and design philosophy in order to help communities build for the long term with a natural disaster in mind.
