Professor,
First I must say that I do not think police officers should have a requirement for a college degree. They go through the required hours of training, which I might add is very intense. They also go through ongoing training throughout their time on duty. I believe that giving the officer when they are hired the ability to go to school and earn a degree which then furthers their career, that is a path I could get behind. There is nothing better than on the job training when it comes to that field and no amount of book work and college degree will get them ready for the streets they will be walking. I think the reason that departments leave that requirement on the application is because it is something that is provable. The department isn’t entering in to the hiring of an officer under moral hazard and believing everything this new hire says. If the new hire has a college degree, the department can verify and see what classes were taken and what grades were received. This cuts down on the misleading information that people tend to do on applications. When hiring green officers having this requirement on the application starts them all off on the same level meaning that we are avoiding asymmetric information and potential discrimination of the officers being hired. Some individuals will not have the same experience in the job market but if they all have the same requirement of a college degree then we can stay somewhat consistent throughout the other police departments. Leaving this requirement also avoids adverse selection because each department has the information directly from the college the officer attended. There is no guesswork in whether anyone is being truthful. I know a police officer who had to take a lie detector test before becoming an officer. This to me is a far better way to make sure the people you are hiring are being honest. They fill out a questionnaire and you follow up with a lie detector. Having a degree in college doesn’t mean they are a good person and we need good police officers

There is a level of basic and emotional intelligence needed to perform any job. A college degree solidifies that a person has this type of development as they have gone through instruction courses to gain it. Therefore, even though it is rarely called upon for police to use college course material, this requirement is needed to ensure officers have this basic understanding (even though it has been proven lately them having this knowledge is not always effective).
Asymmetric information pertains to when there is unequal information of a situation between two parties. It causes an imbalance when one party has more information than the other. There are two types of asymmetry information, moral hazards, and adverse selection.
Moral Hazards is when one is incentivized to take a risk when they will not be fully responsible for the adverse reaction that risk may cause. In this case, it may be that the average person is more apt to resort to violence when they feel they have the backing of the law to use force when not necessarily needed. It is the hope that a police officer with a college degree, would be less likely to use violence and try to problem solve peacefully. However, as we know from recent highlighted events, this is not always the case.
Adverse selection is when one party has information that the other doesn’t. Since each party is informed at different degrees, this causes asymmetric information. In the case of the police officers, and adverse selection can be explained with a suspect who is accused of a crime and may or may not need a harsh reaction. We make a Type I error if we reject the null hypothesis when it is true and a type II error when we fail to reject the null hypothesis when it is not true. The null hypothesis is that the suspect is innocent. On one hand, certain perceived notions may alter the officer’s judgment and result in them responding with extreme measures that are not needed. On the other hand, a merciful opposition by the officer may result in the suspect getting away freely. While neither situation is ideal, it is thought that a basic college education will help the officer have an impartial view when it comes to individuals’ rights and socio-economic status.
